WILLISTON, N.D. (AP) - Authorities have filed a murder charge against a Minot man accusing of killing a man in Williston. Twenty-seven-year-old Alex Eggleston is accused in the Friday fatal shooting of 43-year-old Vance Neset. He could face life in prison if convicted of murder. He also faces a felony weapons charge.
Court documents don't list an attorney for Eggleston. A message left at a telephone listing for him in Minot wasn't immediately returned. Neset is the stepson of former North Dakota Board of Higher Education Chairwoman Kathleen Neset.

BISMARCK, N.D. (AP) - A Jamaican man accused of masterminding a lottery scam that victimized dozens of Americans out of millions of dollars has agreed to plead guilty to a conspiracy charge in federal court in North Dakota. Prosecutors will dismiss numerous other counts of fraud and money laundering against Lavrick Willocks.
Willocks will face a maximum prison sentence of 40 years, though prosecutors in court documents say they'll recommend a shorter term in return for Willocks' admission of guilt. The government also will recommend Willocks pay restitution. Authorities say the scam bilked at least 90 mostly elderly Americans out of more than $5.7 million.
Fifteen people are charged in a case that's dragged on for more than five years. It isn't clear whether Willocks has agreed to testify against his co-defendants.

MINOT, N.D. (AP) - A Minot woman accused of helping her husband plan and cover up the killing of his ex-wife is seeking a bond hearing. Cynthia Wilder maintains that with school starting soon, her children need her at home. No judge has responded to Wilder's request. Wilder was arrested in May and charged with conspiracy to commit murder in the 2015 death of Angila Wilder. She's jailed on $1 million bond.

BISMARCK, N.D. (AP) - New changes to North Dakota's child passenger safety law take effect August 1. The state Department of Health says children younger than 8 years will be required to ride in a car seat or booster seat unless they're 4 feet, 9 inches or taller. The revision extends the time a child is required to ride in a restraint seat by one year.
Violating drivers could be fined $25 and lose a point on their licenses.  Health officials recommend all children younger than 13 years ride in the back seat. And, children should ride rear-facing until at least two years of age.

MINOT, ND - The City of Minot, in conjunction with Minot Air Force Base and the Ohio Air National Guard, has scheduled aerial spraying for mosquito control in the Minot area for the late evening on Tuesday, July 18th, weather permitting. If crews are unable to spray on July 18, they will use July 19-21 as potential alternate dates.

U.S. Environmental Protection Agency registered pesticide will be used. The active ingredient in the spray is Naled, which poses a minimal risk to the general population, pets and wildlife when applied in this method. Naled is toxic to insects, including honeybees. Beekeepers in the sur-round area have been notified of the City of Minot's scheduled spraying.

Mosquito spraying is provided by the 910th Airlift Wing's Air Force Aerial Spray Squadron from Youngstown Air Reserve Station in Ohio. The application will be made using a C-130 cargo air-craft.
