There's a vacancy on the Minot City Council....

    MINOT, ND - There's a vacancy on the Minot City Council.  Ward 4 Alderman Milt Miller notified Mayor Barney today of his resignation from the Minot City Council effective immediately.  Miller noted his job does not allow him to attend the meetings on a regular basis.

    Three options exist to fill the vacancy:

    1. The City Council may call a special election to fill the vacancy for the unexpired term.

    2. After 15 days of the date of the vacancy (September 2, 2014), appoint a person from the ward to fill the vacancy until the next city election (2016) at which time the unexpired term must be filled. (NDCC 4-08-08)

    3. If a petition of five percent of the qualified electors of the ward is submitted, the Council shall call a special election to fill a vacancy by 4:00 PM of the fifteenth day of the vacancy. This would be a mandatory special election.  The fifteenth day after the notice there will be a regularly scheduled City Council meeting, September 2, 2014.

     WILLISTON, N.D. (AP) - New details have emerged in the case of a Williston man who has been charged with human trafficking, gross sexual imposition and a number of other counts.
 
     A transcript of a verbal affidavit obtained by The Associated Press describes several days in July when authorities say 38-year-old Keith Graves recruited a prostitute to work for him, raped her multiple times and forced her to take drugs at gunpoint.  Graves hasn't entered a plea. His attorney during a court hearing today requested a preliminary hearing for after Oct. 1.
 
     Graves is one of the subjects of "The Overnighters," a documentary that follows a Williston pastor who opened his church and its parking lot to men arriving in town with nowhere to sleep. The film is expected to be released in October.

     VALLEY CITY, N.D. (AP) - A change of plea hearing has been scheduled for the two people accused of torching a Valley City church to cover up a break-in.  Barnes County State's Attorney Carl Martineck tells KOVC-AM that the hearing has been scheduled for Aug. 25.
 
     Miklas and Nicole Lindermann, of Kathryn, were charged with burglarizing Faith Lutheran Church on Oct. 6. Both pleaded not guilty to all charges.  The fire caused an estimated $2.5 million in damage to Faith Lutheran Church. The 800-member congregation has decided to build a new church at the same spot.

     NELIGH, Neb. (AP) - Willie Nelson and Neil Young will headline a concert next month in a Nebraska cornfield organized by opponents of a proposed pipeline that would carry oil from Canada south to the Gulf Coast.  Bold Nebraska said today the concert will be held Sept. 27 on a farm near Neligh in northeast Nebraska. Tickets go on sale Wednesday.
 
     Earlier this year, protesters carved an anti-pipeline message into the cornfield, which is in the path of TransCanada's proposed Keystone XL pipeline.  Pipeline critics hope the project will be rejected because they fear it could contaminate groundwater and contribute to pollution.
 
     TransCanada has said the pipeline will have upgraded safety measures and should be allowed. The company has already built and is operating the southern leg of the pipeline between Oklahoma and Texas.
