     SPIRITWOOD, N.D. (AP) - Spiritwood Township in eastern North Dakota has capped the cost of a building permit at $250,000 to accommodate a nitrogen fertilizer plant being planned by CHS Inc.
 
     The township's fee structure would have set the cost of the building permit for the plant at about $1 million, based on construction costs of about $1 billion. CHS asked the township to lower the permit fee to $100,000.
 
     The Jamestown Sun reports that CHS plans to make a final decision on the anhydrous ammonia plant in the Spiritwood Energy Park early next year. The plant would employ up to 175 people.
 
     The permit fee cap applies to all future projects that agree not to apply for a full property tax exemption - something to which CHS has already agreed.

     BISMARCK, N.D. (AP) - North Dakota has developed a "Pollinator Plan" to help farmers, ranchers, landowners and beekeepers better protect honeybees.  Agriculture Commissioner Doug Goehring says there's a need to reduce risks to honeybees while minimizing the impact of that on agricultural production.
 
     The mysterious colony collapse disorder has caused as much as one-third of the nation's bees to disappear each winter since 2006. A federal report blames a combination of intertwined factors that include a parasitic mite, multiple viruses, bacteria, poor nutrition, genetics, habitat loss and pesticides.
 
     North Dakota's pollinator plan is largely based on information gathered at a meeting last fall and at a statewide conference of beekeepers, growers, pesticide applicators, crop consultants, and others last July.
 
     North Dakota leads the nation in honey production.
